Civil Engineering Contractors Ready to Collaborate with Government to Complete Stalled Projects

The Association of Building and Civil Engineering Contractors of Ghana (ABCECG) has announced its willingness to collaborate with the government to complete all the numerous stalled and abandoned projects across the country. The Civil contractors across the country have expressed their readiness to collaborate with the government to ensure the timely completion of abandoned infrastructure projects. Emphasizing the importance of public-private partnerships, industry leaders believe that revamping these stalled developments will enhance economic growth, create jobs, and improve essential services nationwide

The association says, due to its extensive nationwide network and resources, it is well-positioned to support the new government to complete all state projects which have been stalled for years due to various factors.

This pledge from the association comes on the heels of the commitment of the new government to ensure that all stalled projects are continued and completed to benefit Ghanaians.

The President of ABCECG, Ing. Anthony Klutse made this announcement when he spoke to Accra Street Journal in an interview.

Database of Abandoned Projects
Ing. Anthony Klutse reveals that the association has been monitoring all uncompleted national projects scattered across the various regions, metropolitans, municipal, and districts of the country. The contractors, he says, have the comprehensive understanding of their locations and their current conditions.

He emphasized that while the Association had previously gathered figures on these stalled projects, the number has increased in recent times due to additional abandoned structures. However, the association is currently working on updating the database on all abandoned projects.

“We have a lot of uncompleted structures in the municipalities in almost every region of Ghana.  We had figures before. We had the volume and conditions, the structures, we have done this before, but there have been some additions. So if I mention the figure now, I’ll be wrong. As a president, I have asked them to give us the accurate figures, then we can do the joint evaluation and see the solutions to these structures,” he indicated.

Funding Sources and Partnership
One of the major and obvious reasons for the numerous abandoned projects is funding. However, the association says they have a clear-cut plan that will enable them to fund these projects to ease the financial burden on the government.

The president assures that the association has potential financiers ready to invest in the completion of these projects under favourable mutually beneficial conditions for both parties. The association, he says, is a continent-wide group with members and financiers scattered across Africa, especially in North Africa.

These financiers, Ing. Klutse says, are ready to provide funding to complete all these projects if a reasonable agreement is reached with the government.

“In any case, in our association, we are even in the whole of Africa. Let’s say Egypt, Algeria, Morocco. They are our members as well. They are capable of supporting us. But when we get the figures, we will talk to the government first. We sit down with the government to see how early they can pay,” he narrated to Accra Street Journal.

He added: “Those who fund the projects are not a problem. They are always available, but we have to agree on the conditions. The government has to agree on conditions and percentages they may want because we want a low kind of thing. If it’s very reasonable, then we don’t have a problem.”

Meeting with Government Officials
To solidify their commitment, ABCECG has requested a meeting with relevant government ministers in the coming week. The purpose of the meeting is to present a proposal detailing how the Association can help complete these projects.

Mr. Klutse emphasized that the Association recognizes the government’s commitment to infrastructure development and is eager to play a pivotal role in accelerating the process.

“We have requested a meeting next week to see how best we can help, you know, and so that we can jaw-jaw or we can think through the solution together. The government is serious and I don’t see why we should not put our hands together and help. We are going to sit down and agree and we will take it from there,” he added.

The collaboration between the ABCECG and the government could mark a turning point in addressing the backlog of abandoned projects in Ghana. With contractors on the ground who are already familiar with the structures, the association argues that they are the best partners to take on this initiative.

If an agreement is reached, it could lead to the swift resumption and completion of numerous projects that have stalled for years.
